Yes. The charger is wired into the same system as the panels, so daytime charging runs on your own production. With a battery you can also charge in the evening.
A covered parking structure whose roof is made of solar panels, so it shades the car and produces electricity for the house at the same time.
A charger alone is enough if your roof already produces what you need. A carport adds production and shade when the roof is small, shaded or badly oriented.
